If you are applying for Canadian permanent residency, you may need to prove your English language ability through an approved language test. PTE Core is one of the English tests accepted by Immigration, Refugees and Citizenship Canada (IRCC) for a range of Canadian immigration programs.
For applicants pursuing Canadian permanent residency, CLB (Canadian Language Benchmark) is the system used in Canada to measure English language proficiency. PTE Core results are converted into CLB levels, which are then used in the Express Entry system.
TEER (Training, Education, Experience, and Responsibilities) classifies jobs by skill level and responsibility. TEER numbers indicate job categories as follows:
- TEER 0: Management occupations
- TEER 1: Jobs that usually require a university degree
- TEER 2: Skilled occupations that typically need a college diploma, apprenticeship training, or several years of experience
- TEER 3: Jobs that usually require a college diploma, apprenticeship training, or more than 6 months of on-the-job training
- TEER 4: Jobs that require a high school diploma or short-term training
- TEER 5: Occupations that usually need little to no formal education or training
This article explains the main Canadian immigration pathways where PTE Core can be used, followed by a summary table showing each program category, its key subcategories, and the minimum required CLB level.
Canadian Immigration Programs That Accept PTE Core
PTE Core can be used for economic immigration programs that require an IRCC-approved English language test. These include major federal programs, regional immigration programs, caregiver pathways, and selected permanent residence pilots.
1. Express Entry
Express Entry is one of the most common pathways for Canadian permanent residency. It manages applications for three major federal economic immigration programs.
Federal Skilled Worker Program
The Federal Skilled Worker Program is mainly for applicants with skilled foreign work experience (outside Canada). Candidates are evaluated based on factors including age, education, work experience, language proficiency, and adaptability.
For this program, language scores are very important because they affect both eligibility and ranking.
Canadian Experience Class
The Canadian Experience Class is for applicants who already have skilled work experience in Canada. This pathway is popular among international graduates and temporary workers who have gained eligible Canadian work experience.
PTE Core can be used to prove English ability for this program. The minimum required level depends on the applicant's job classification under the National Occupational Classification system.
Federal Skilled Trades Program
The Federal Skilled Trades Program is for applicants qualified in skilled trades. This includes occupations in areas such as construction, transportation, manufacturing, maintenance, agriculture, and other trade sectors.
This program has different language requirements for different skills. Speaking and listening usually require a higher minimum level than reading and writing.
Express Entry Category-Based Draws: French-Language Proficiency
Canada's Express Entry system also includes category-based draws, including a targeted French-Language Proficiency category. This category is for candidates with strong French skills, usually requiring at least Niveaux de compétence linguistique canadiens (NCLC) 7 in all four abilities. Eligible candidates may receive an Invitation to Apply for permanent residence through French-language draws, even when their CRS score is lower than the score required in general Express Entry draws. However, candidates must still qualify under one of the main Express Entry programs, such as Federal Skilled Worker, Canadian Experience Class, or Federal Skilled Trades.
This placement works best because the French category is not a separate immigration program; it is a category-based selection pathway within Express Entry. An English test is NOT mandatory to qualify or be drawn in the Express Entry French-language category.
2. Provincial Nominee Programs
Provincial Nominee Programs, often called PNPs, allow Canadian provinces and territories to nominate applicants who meet local labour market needs.
Some PNP streams are connected to Express Entry, while others are managed outside the Express Entry system. For Express Entry-aligned PNP streams, applicants must also qualify under one of the three Express Entry programs: Federal Skilled Worker, Canadian Experience Class, or Federal Skilled Trades.
Under non-Express Entry PNP streams, candidates apply directly to a province or territory before applying to IRCC for permanent residence after nomination approval. For example, Ontario has Employer Job Offer streams, such as the Foreign Worker stream, International Student stream, and In-Demand Skills stream, which are managed through Ontario's own provincial nomination system rather than directly through Express Entry.
Because PNP requirements vary by province and stream, applicants should always check the specific province's official requirements before booking a test. In many cases, an approved English language test such as PTE Core can be used when the stream accepts IRCC-approved language tests.
3. Atlantic Immigration Program
The Atlantic Immigration Program is designed for skilled workers and international graduates who want to live and work in one of Canada's Atlantic provinces:
- New Brunswick
- Nova Scotia
- Prince Edward Island
- Newfoundland and Labrador
Applicants usually need a valid job offer from a designated employer, proof of education, a settlement plan, and language test results. PTE Core can be used to meet the English language requirement for this program.
4. Caregiver Immigration Programs
Canada also has immigration pathways for caregivers, including child care providers and home support workers.
These programs are designed for applicants who have experience or job offers in caregiving occupations. Candidates must prove that they meet the required language level in all four skills: speaking, writing, reading, and listening.
PTE Core can be used as an approved English test for these caregiver pathways.
5. Economic Mobility Pathways Pilot
The Economic Mobility Pathways Pilot is designed to help skilled refugees and displaced people immigrate to Canada through economic immigration pathways.
Depending on the specific stream or occupation, applicants may be required to provide proof of language proficiency. PTE Core is one of the accepted English tests for proving language ability under this pathway.
6. Start-up Visa Program
The Start-up Visa Program is for entrepreneurs who want to build an innovative business in Canada. Applicants usually need support from a designated organization, such as a venture capital fund, angel investor group, or business incubator.
Language ability is one of the eligibility requirements, and applicants must provide results from an approved test. PTE Core can be used to meet the English language requirement.
7. Self-employed Persons Program
The Self-employed Persons Program was designed for applicants with relevant experience in cultural activities or athletics who could make a significant contribution to Canada.
However, this program is currently paused, and IRCC is not accepting new applications at this time. IRCC stopped accepting applications for the Self-employed Persons Program on April 30, 2024, to focus on processing existing applications in the inventory.
When the program is active, language ability can support an applicant's overall selection score, and an approved English test such as PTE Core may be used to demonstrate language proficiency. Applicants interested in this pathway should check the official IRCC page before making any plans, as the intake status may change.
8. Permanent Residence Pathways for Hong Kong Residents
Canada has permanent residence pathways for eligible Hong Kong residents, including streams related to Canadian education and Canadian work experience.
Applicants may need to prove their language ability depending on the stream. PTE Core can be used when an approved English test is required.
9. Rural and Community-Based Immigration Pathways
Canada has used community-based immigration programs to attract skilled workers to smaller communities and regional labour markets. One current example is the Rural Community Immigration Pilot, designed to support skilled workers aiming to live and work in selected rural and remote Canadian communities. To qualify, applicants generally need a valid job offer from a designated employer in one of the participating communities, relevant work experience, education, settlement funds, and proof of language ability.
For example, if a designated employer in a participating rural community needs a cook, early childhood educator, healthcare worker, or tradesperson, an eligible applicant may be able to apply through that community-based pathway after receiving a qualifying job offer and meeting the program requirements.
Because some pilots may close, change, or be replaced by newer pathways, applicants should check the current official program page before applying. When an IRCC-approved English test is required, PTE Core may be an available option.
PTE Core and Canadian Language Benchmarks
For Canada PR applications, your PTE Core score is not used only as a raw score. IRCC converts your PTE Core results into Canadian Language Benchmark levels.
